Prime Minister
- Indian constitution provides parliamentary system of government.
- The President is the nominal executive authority (de jure executive) and the head of the State / Prime Minister is the real executive authority (de facto executive) and the head of the government.
- Article 75 - the Prime Minister is appointed by the president.
- Constitutionally, the Prime Minister should be a member of parliament.
- In 1997, the Supreme Court held that a person who is not a member of Parliament can be appointed as Prime Minister for the period of six months.
- He recommends persons who can be appointed as ministers by the president. He allocates various portfolios among the ministers. He advise the President to dismiss a minister or ask minister to resign.
- He is the head of council of ministers.
- He can collapse the government by resigning from office.
- He is the main channel of communication between the President and the council of ministers and advises the president with regard to the appointment of important officials (Constitutional bodies’ head).
- Prime minister advises the President with regard to summoning and proroguing of the sessions of the Parliament and recommend dissolution of the Lok Sabha.
- He announces government policies in parliament.
- He is the chairman of the NITI Ayog, National Integration Council, Inter-State Council, National Water Resources Council.
- He is playing important role in making of foreign policy and chief spokesman of the Union government.
- Prime minister is the crisis manager-in-chief at the political level during emergencies, the leader of the nation and the leader of the party in power.
- Lord Morely described Prime Minister as ‘primus inter pares’ (first among equals).
- Herbert Marrison - “As the head of the Government, he (prime minister) is ‘primus inter pares’.
- Ramsay Muir - described Prime Minister as “the steersman of steering wheel of the ship of the state.”
- Munro called Prime Minister as “the captain of the ship of the state”.
- Six people–Morarji Desai, Charan Singh, V.P. Singh, P.V.
- Narasimha Rao, H.D. Deve Gowda and Narendra Modi–became
- Prime Ministers after being Chief Ministers of their respective States.
